In 1993 she graduated from the Kyiv State Pedagogical Institute named after Gorky, "Teacher of Russian language and literature." In 1997 graduated National Academy of Internal Affairs of Ukraine with master degree in law. In 2000 she defended her PhD thesis on topic "Administrative and legal counteraction to illegal migration in Ukraine" in the specialty 12.00.07 - management theory; administrative law and process; finance law; information law. In 2005 she defended her doctor thesis on topic "Administrative process in the paradigm of law" in the specialty 12.00.07 - management theory; administrative law and process; finance law; information law.
 
In 2007 received the academic title of Professor of Administrative Law and Procedure. Police Colonel.
 
From 1992 to 1997 worked at the police.
 
From 1997 to 2019 she worked in scientific and pedagogical positions at the Kyiv National University of Internal Affairs (National Academy of Internal Affairs). During this period, she successively held the positions of lecturer, senior lecturer, deputy head, head of the Department of Administrative Law and Procedure of the National Academy of Internal Affairs.
 
From 2007 to 2017 was a member of the Scientific Council of the Supreme Administrative Court of Ukraine.
 
Since 2019  working as the Deputy Director of the Law Institute of the State Higher Educational Institution "Kyiv National Economic University named after Vadym Hetman".
 
In 2021 conferred the title of Honored Worker of Science and Technology
 
Areas of research:
 
Today it has started a new understanding of the system of administrative process, developed and introduced the theoretical foundations of administrative procedure law; the founder of the theory of administrative procedure, researched its relationship with the administrative process, continues to actively engage in the theory of administrative services and their procedural regulation. She was one of the theorists who developed the migration policy of the state, took an active part in the theoretical development of migration law.
